Announcement of the National Health and Family Planning Commission on simplifying the procedures for checking birth certificates during human assisted reproductive technology treatment
The health and family planning commissions of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Health Bureau of Xinjiang Production and Construction Corps:
In order to implement the spirit of the "Decision of the Central Committee of the Communist Party of China and the State Council on Implementing the Comprehensive Two-Child Policy Reform and Improving the Management of Family Planning Services" and the "Notice of the General Office of the State Council on Simplifying and Optimizing Public Service Processes to Facilitate Grassroots People's Business and Entrepreneurship", we will reduce links and streamline work. Based on the principles of procedures and convenience for the masses, our committee decided to simplify the procedures for the verification of birth certificates during human assisted reproductive technology treatment. The relevant matters are hereby notified as follows:
1. When medical institutions approved to carry out human assisted reproductive technology implement human assisted reproductive technology treatment, they will no longer check the birth certificates of the patient's couple, and the patient's couple may make a written commitment to comply with the family planning policy.
2. The administrative departments of health and family planning at all levels should strengthen supervision during and after the event, investigate and deal with multiple births outside the policy in accordance with laws and regulations, and maintain normal birth order. Interpretation of the "Notice on Simplifying the Procedures for the Inspection of Fertility Certificates in Human Assisted Reproductive Technology Treatment"
I. Background
The “Notice on Revising the Technical Specifications, Basic Standards and Ethical Principles Related to Human Assisted Reproductive Technology and Human Sperm Banks” issued by the former Ministry of Health in 2003 (Weike Jiaofa [2003] No. 176) stipulates that “Medical institutions that carry out human assisted reproductive technology When treating infertile couples, the identity cards, marriage certificates and original birth certificates of the infertile couples must be checked in advance, and their copies must be kept for record.” After the implementation of the comprehensive two-child policy, all localities have implemented the requirements of the central decision to implement a birth registration service system. Approval will no longer be implemented for those who have two or fewer children.

2. What conveniences will patients receiving assisted reproductive technology treatment enjoy?
3. When couples of patients receive human assisted reproductive technology treatment in medical institutions, they do not need to provide birth certificates. They only need to provide the couple’s ID card and marriage certificate, and make a written commitment to comply with the family planning policy. This move will benefit nearly one million infertile couples every year.
